• K-E-P Committee makes an urgency list

• Identify troubled countries by:

  • illiteracy rate

  • low or no health education

  • low or no social education and care

  • children abuse in business

  • high drugs levels, sex abuse, alcohol and other abuses

  • high level of unemployment

• Identify countries in need by:

  • lack of education institutions

  • lack of schools and deteriorated premises

  • lack of basic tools, equipment and teaching aids

  • poor quality or shortage of teachers

• Need for new intellectual elite

  • identify talents in politics, science, arts

  • prepare specialists, professionals

  • future reliable and responsible businessmen

• Easy to implement

• Not too expensive to implement
